If you have firm evidence that the company with the lowest price is from an unreliable vendor, you may not have to purchase from that company. Call Procurement Services at 915-7448 to confirm whether your reason for not going with the lowest offer is sufficient.
The lowest/best rule is also a reason to document problems that you have with a vendor. If you document the issues, then you may be able to avoid doing business in the future with a vendor who sells shoddy materials or provides poor service.
